Flood insurance rates going up, some more than double annually

One of those people is Middleburg citizen Jim Jarman, who said he doesn't evening reside in a overflow area but saw his yearly overflow insurance policy invoice dual.

"I have not been able to complete artwork my house," Jarman said. "And they want me to invest $600 for overflow insurance policy."
